Abstract Infrastructure improvement is used widely by planners as a means to promote regional development as it is assumed that the former has a close and direct relationship with the latter. This study seeks to examine the relationship between infrastructure improvement and regional development by using the People's Republic of China (hereinafter, China) as an example. Data are collected from the thirty Chinese provincial units, covering the period 1985-94, on major infrastructure and development indicators. Statistical techniques including chi-square analysis, correlation analysis, and stepwise multiple regression analysis were employed to analyse the data. The empirical results reveal enormous variations among Chinese provinces in infrastructure improvement. A close relationship does exist between the improvement of infrastructure and regional development. Telecommunication stands out as the most influential type of infrastructure affecting rapid development. For the formulation of more innovative regional development policies, the impacts and mechanisms of change which various types of infrastructure have on regional development performance must be studies. --Journal abstract
