| Abstract | Industrial estate development is being pursued by developing countries as a strategy to achieve regional development. It should be borne in mind that environmental considerations are best incorporated from the earliest stage of planning through the environmental impact assessment (EIA) system or any other mechanism through which information is disclosed to those communities that will eventually be affected by the project. The case of the Leyte Industrial Development Estate (LIDE) in the Philippines, where a copper roasting plant, a copper smelter and refinery, and a phosphate fertilizer manufacturing plant are located, is discussed in this article. Lessons from the experience between 1977 and 1991 are identified. The case study consists of an ex-post analysis (of post-implementation impacts) and a retrospective analysis (examining the events with respect to the larger "external" environment). It also examines the roles of stakeholders (local communities, local government, international agencies, private institutions, Philippine and foreign nongovernmental organizations (NGOs), and the media) and looks at the mechanisms that can promote conflict resolution among the stakeholders. --Journal abstract | ||
