Abstract In the process of city development, the conversion of green areas into various urban uses in inevitable. In the case of Seoul, Republic of Korea (hereinafter, Korea), which has extremely scarce reserve of usable land, the green areas within the city boundary are much sought-after targets for development. Among such green areas, sections have already been developed under the Urban Park Law which allows the development of certain social facilities in parks. However, the high demand for such facilities by the people of Seoul, in the face of the limited finances available, has encouraged the city administration to use relatively inexpensive parkland for the construction of such facilities. One important reason for this policy is that the value of parks to the user cannot, as yet, be quantified and that as a result the importance of parks as commodities is largely ignored.

The article is a study of a neighbourhood park which has been earmarked for partial development for welfare facilities. The study examines both benefits and losses resulting from the plan and employs the contingent valuation method (CVM) in attempting to show the value of the park in market value terms. --Journal abstract
