| Abstract | Currently, although a number of ways are in operation to form a free land market system in China, the centrally planned system continues to predominate. This article presents a new concept of this dual structure in China's land market which consists of the controlled market and the free market. It discusses the functions and problems of the land market in Shenzhen City based on empirical data. It clarifies the meaning of both the negotiated and tendered land prices in the dual structure by analysing the components of the land prices and the methods of price setting. It analyses the acceptability of both the negotiated and tendered land prices through a comparison of the two with the theoretical land price calculated in this study. It further analyses the functions and problems of a dual-structured land market in terms of urban land use. In conclusion, the article points out that the fixed price market dominates while the open market is limited in the case of Shenzhen's land market. It suggests that a reduction of the supply of land leased through negotiation and an increase in the supply of land leased by tendering should be considered. --Journal abstract | ||
