Abstract The objective of this article is to clarify the evolution which has taken place in China's regional development policies, from both the ideological and practical perspectives. This process can be divided into two periods, before and after 1979, when the national policies in China historically shifted to "the economic reform and open-door policy". Before 1979, equality among regions was considered the most important objective of regional policy-making. During this period, with the strategic background of national defence, most industries were inclined to locate inland, without consideration of economic efficiency. After 1979, with the rise of the "unbalanced development theory," which nowadays is the dominant concept in China's regional development policy-making, the major coastal regions have development priority, and the major policy objective is to raise the efficiency of the national economy.

This article also fives a brief evaluation of China's regional development policies, focusing on the overall impact on regional development disparities. It also tries to shed light on the recent trends in regional development policies in the country. --Journal abstract
