Abstract Mongolia is in the process of decentralizing. Local governments are becoming increasingly financially independent of the national government and are to shoulder the planning and administration of their regional development. Yet, on the other hand, microcomputers are being used in local governors' offices to assist with management. To improve the capability of local administration in Mongolia, a modeling software for the environment, SDMODEL, has been developed for MS-Windows. The objective of this system is to provide a development planning and administration support system integrating both a dynamic simulation model and data management. A pilot Mongolian Grassland Local Administration Model for the case region of Segerlen Somon in Mongolia was realized through the SDMODEL system. --author's abstract
