Abstract Fire is a challenge to both developed and developing countries. This paper discusses issues relevant to the establishment of cost-effective fire regulations in developing countries. It examines the form these fire regulations should take and suggests a possible way of providing countries have less resources a framework for cooperation whereby they can resolve their fire safety problems. Information is provided on the work currently in progress in Australia on the reform of the Australia fire regulations. This information, particularly with regard to the use of fire safety engineering technology to underpin the regulations, is likely to be relevant to developing countries. --from author's introduction
