Abstract Rapid growth and development in China from 1990 through 1993 has resulted in a serious situation for fire protection and fire fighting. Protective agencies have not been able to keep pace with the rapid economic boom. Conflagrations (fires resulting in numerous deaths, heavy injury, and great property destruction) increased 21.4% during this period. Several causes of the conflagrations are analyzed including inordinate focus on internal building decorations, small foreign business enterprises more interested in production speed than attention to safety, and fires in factories and warehouses. Suggestions are given for rectifying the situation including increased building inspections, greater emphasis on fire protection consciousness, and making adjustments to city maintenance and economic development plans.
