| Abstract | "Local governments in developing countries are searching hard for their regional strengths in order for local economies to survive, compete and develop in the global context. ... The purpose of this paper ... is to introduce the concept of competitive advantages on local development, and to evaluate the policies and planning programs that influence these attributes. It is found that the development of the Yellow River Delta has been influenced mainly by basic conditions of the region, while in government planning, policies on basic conditions and relative industries were given emphasis. The other two attributes for building competitive advantages, i.e., market conditions and enterprise strategies, were ignored. It is suggested that Chinese local governments should work along with all the four direcitons (i.e., basic conditions, relative industries, market conditions and enterprise strategies) in order to create regional strength(s) and to promote the development of local economies." --from the author's abstract | ||
